Policy effect evaluation and analysis of the ecological environment impacts for forest property right reform in China based on household survey

    • Forest property right reform is a fundamental measure to promote the forestry development, also it is a basic policy for forestry development in China, which may have some impact on the ecological environ\|ment.These studies chose Suichuan of Jiangxi,Sanming and Yongan of Fujian,Qingyuan of Liaoning and Huairou of Beijing carrying out onsite survey studies during July-August of 2011.The research showed that property right reform on forest ecological environments had a significant impact, especially on forest biodiversity protection, water conservation and soil conservation. At the same time, different regions had variant impact on the ecological environment in property right reform. Study also found that there were some assessment impacts by the attitudes of the farmers(forest farmers) for forest property right reform, family income level, educational level and gender. The study suggests that, since forest property right reform involves a wide range of farmers, and it concerns the national ecological safety and environmental longterm interests, environmental impact assessment should be carried out to promote local social, economic and environmental coordination, stability and sustainable development in China.
