Abstract: Through analyzing the forest resource transformation of China and most nations in the world,summarizing the rules of economy development and forest resource transforming in various countries,the paper puts forward the U-model theory of forest resource transformation to explain the forest resource transformation and its rule,and then expatiates the U-model theory so as to point out that the economy development and the policy of forestry development are vital to the phases of transformation.
